The generator is off of the trail that you first took to get to mauville city( it is the only open spot to where you can surf )

1. After talking to Wattson, go south out of Mauville City to a place where you can Surf. It should be somewhere near the berry patch. Surf south past the large tree (which is a VERY good spot for a secret base) and go east. You should see an island cave soon. Go in and make your way through the place. When you get to the end, you'll see a large generator and a red button below. Guess what happens next...
