The Pokemon that evole using a moon stone are,clefairy,jigglypuff,nidirino,the evoled form of nidoran female.you do have to beat the elite4 to get regis.ill let you know how to get registeel.that cave thats not to faraway from lily cove,go into the cave once youve go in thr regis caveplace by pacifilog,use fly at the end of the cave.then the end of the cave will open

No, you don't have to beat the Elite 4 to get to Regi's. They are in three locations, you just need to unlock them. Fly to Paciflidog Town and go through the currents, until you get a patch of water that you can dive on. Note, this is kind of hard to get to as it's right in the middle of the water and it might take a few goes to get it right going through the current. Dive there. Then you'll have to use braille to get through, but basically you have to Dig where the braille spot is. It will then say 'First comes Wailord, last comes Relicanth.'. Put Wailord first in your party, and Relicanth last.
Once you've unlocked the secret chamber, the Regi's can be found in the following locations. If you have your manual that you got with your game, there should be a page in there which translates braille. That would be very helpful.
Regirock - Desert Ruins - Go in the sandstorm and walk down, you'll come to a small cave. Remember to use the braille translator to get to Regirock.
Registeel - Ancient Ruins - Go left of Lilycove and you should see it, it's just past a ninja guy and some fossil expert. This cave will only appear if you have unlocked the secret chamber, so don't be surprised as to why you haven't seen it before.
Regice - Island cave - Surf North from Dewford. Stay to the left of the screen and you should see some rocks which lead you on a path to the cave. Get to the cave, and solve the braille puzzles to get to Regice.
