No you can't turn them shiny. You can catch shiny Pokemon randomly, but you cannot turn a Pokemon shiny that is already of natural colour.

You can't turn them, shiny if you already caught them. You can only use the codes to make the Pokemon you encounter shiny. But if youre not using codes there is a 1/8192 chance of seeing a shiny pokemon.
