Train eevee and what time of day it evolves in depends on the Pokemon you get from it

Max out it's happiness quota to 255 and then level it up by 1 from 12am-12pm for an espeon and 12pm-12am for an umbreon you can always breed it with a ditto for more eevees and give it stat enhancers eg irons and proteins for them to like you

You need to lv up your eevee when it can't love you anymore during the day for espeon and at night for umbreon
