Where can I catch him. I already beat the elite 4 and cought groudon but I need to know in what route hes in

Go to the weather institute so the guy will tell you which rout it has been raining on. Then when you go to that route there will be a diving spot that has not been there before, if you look really carefully you will find it. Dive in that new spot and resurface when you go in the cave then you will be in marine cave make sure to save regularly in here, then as soon as you reach in front of him it will come up to you. It will be at level 70 and will have the moves rest, sheer cold (so carry a Pokemon over lv. 70),double edge and ice beam or hydro pump so acrry lots of net or ultra balls or a master ball and really strong Pokemon to battle it

If you caught groudon, just go back to the weather station and this time instead of catching Groudon he will tell you where to catch Kyogre.

Head to the Weather Institute. This time around they will give you information on 'thunderstorms' that are abnormally appearing in a certain sea route. You will need to use the HM Dive to get down into the cave where Kyogre is lazing about.

Go to the Weather Institute near Fortree and this time they will tell you where kyogre is. You'll need to use dive, also i'd bring plenty of ultra balls, net balls and dive balls are also good seen as hes a water type. Bring a Pokemon that can parlyz/freeze or put to sleep etc. That should make your chances of catching kyogre higher. SAVE THE GAME BEFORE ATTEMPTING TO CATCH. Then if you fail you can try again.
