To the first question no to the second it houses jhoto Pokemon thats it.

The sevii island means island 1-7 so you acn get acces for 1-3 after you beat the 7th gym and acess the 4-7 islands after you beat the elite four with more than 60 Pokemon in your pokedex and get the national dex and retrieve the ruby from 1 island and give it to celio. He will give you access to 4-7 islands. If you are talking about 8 and 9 islands you can only get them by nintendo events or cheating since I think they don't give nintendo events anymore. If you use an e reader card on altering cave, which everyone does not have, you can get access to the same johto Pokemon that you get in the extended safari zone
