I've never tried breeding my starters but I assume it's like any other breed where you breed it with another grovyle or a ditto.

Try breeding it with a ditto. If you don't have one, here are some Pokemon that are available in emerald that can breed with grovyle.
The whismur family
The aron family
Tropius
The horsea family
The swablu family
The feebas family
Seviper
The Bagon family
The magikarp family

I am not totally sure if you will get a grovyle while breeding these together. But I hope you get one! Good luck!
