Catch a wild Pikachu from the safari zone. There is a 10% chance it will be holding the Light Ball.

The only way to get a light ball is to capture a Pikachu.
Go to the Safary Zone an capture like 10 or 15 pikachu and one
Of them must have one. I hope it helps!
