Alright, well since you are in Lilycove City this means that you are near the Team Aqua secret headquarters. I suggest that you go into the secret base and wipe out everyone in there. While you are in Lilycove City you should also head to the the north of the town until you see the Supermarket. In front of the Pokemon Department store should be May/Brandon just standing there blocking the entrance. Talk to them and them battle your rival/friend. After you defeat him or her and all of his or her Pokemon, head inside the Department store and buy yourself some more potions, and TM's and everything else that you need. After that clear out the Team Aqua base if you can, and surf east until you reach Mossdeep City.
