You need to:
A). Attend a nintendo event and get the Old Sea Chart or
B). Use a cheating device such as Gameshark or Action Replay.

You cannot obtain Old Sea chart through normal means. In order to get your hands on the Old Sea Chart you will either have to do One of two things. The first thing that you can do is use Twenty dollars to go out to a store and buy a cheating device such as the Action Replay, or the Game shark. If you buy one of these devices then you can use a cheat code to get the Old sea Chart so that you can get the legendary Pokemon Mew. The second thing that you can do is pray and hope that Nintendo decides to hold another Nintendo Event for Pokemon Emerald so that you can get Mew again. You could also just find someone who has a Mew and trade with them, there are different ways that you can get Mew, so I am sure that you will get him one way or another.
