Lets see johto hmm.... You could use a gameshark or to get it the hard but right way either fill the pokedex or beat all the tycoons twice (each one gets you a starter from a different region I just don't remember which is which)
But after you do one of those go talk to the professor he'll give you one

Well, there are several different ways that you can get a Starter Pokemon from Johto on your Pokemon Emerald game. One way to get a starter Pokemon is to obtain the National Pokedex. Now, supposedly you will receive a Johto starter Pokemon after you complete the Hoenn Pokedex, and receive the National Pokedex. After you complete the Pokedex talk to Professor Birch and he will give you the starter Pokemon. However, I cannot tell you if this is true or false. Another way that you can get a Johto Starter Pokemon is to use the Action Replay device, and cheat to get them. This will take as long, and you will get all of the starters, but it will cost money to buy the Action Replay device. Also, if you go to the battle Frontier and beat all of the leaders there twice, then you will receive a starter Pokedex from Professor Birch.

You need to catch all the Pokemon in your pokedex for kohen league

All you have to do is complete the Hoenn pokedex (catch them all) and go to the professor, and he will give you a choice of the three.

Failing that, you can play Pokemon colosseum. You get a choice of the first evolution form of one of those three starters, and then the option of catching the other two in the game a bit later on. Catch all three, purify them, complete the game, transfer them, and breed them. (if you have males, breed them with a ditto, and you will get eggs with the starter Pokemon from johto in them!)
