It doesnt matter what you say in dewford town. The 6 water tiles in route 119 which feebas is in are randomized each time you change the phase. So what I'm saying is that if I told you the phase I used and you used the same phase feebas would be very unlikely to be in the same spots. You just have to be patient and check each water tile on route 119 3-5 times before moving on.
