Heres a list of all the grass Pokemon available in Pokemon emerald:

TreekO, Grovyle,Sceptile.
Oddish, Gloom, Vileplume.
Lota, Lombre, Ludicolo.
Seedot, Nuzleaf, Shiftry.
Shroomish, Breloom.
Roselia.
Cactnea,Cacturne,
Lileep, Cradily,
Tropius,

I would recommend Tropius, Lileep or Cradily, Cacnea or Cacturne.
Breloom is a very good Pokemon, but it doesn't learn verymany grass moves.

there is a legendary gtraas type. theres celibi. also there is sceptile,venasaur,cacturne,breloom and tropius but not cradily because i loved them un til i learned how sucky there moves are

I would say starters are very good pokemon. I will say don't let them evolve past the second evolution until about level 50, when alot of good techniques are learned that cannot be learned by the third.

I would say Sceptile or Venasaur for starter pokemon.

Breloom is also a good choice, just teach it a bunch of TMs and you will have a good chance of winning.

All the grass starter Pokemon are good... It's a shame that they don't make a legendary grass type but ahh well.

I'm going with see dot the only problem no leaf stone until late in the game
