Is there shiny Pokemon on emerald? If so how do you get them?

Yes there are shiny Pokemon for every species of Pokemon. But in order to obtain one you are looking at a 1 in a 800,000 chance of getting one.

I hvae been lucky enough to find 3 Shiny's while playing Emereld and Sapphire.

So they are COMPLETLY RANDOM.

Yes, there are shinys in every Pokemon game but it is completely random and are very hard to find. Just keep looking for them and you may come across one. Hope this helped.

I think that you are able to get shiny Pokemon on the game, but you have to search for them for hours on end in order to find them.

You have a 1 in 8192 chance of getting one, I've heard. Without cheat devices, I've seen and caught one. A Shiny Hariyama in Victory Road. It's pretty cool, too, since that's about the best place level wise for catching pokemon. It is possible, but I've only done it once. I'm totally legit, too. No devices or anything.
