Your game is not hacking lol. So do not worry about it, Quilfish first appeared back in the Pokemon Gold, Pokemon Silver, and Pokemon crystal days, so he has been around for a while. The reason why he is such a high number is because you have the National Pokedex, so you see the Pokemon from all games. Well, that is about all I can tell you seeing as how Tails93 just copied the whole section on Quilfish from Serebii.net >.<
