Well there are two ways to get the Mystic Ticket in Pokemon Emerald. The first is to use an Action Replay and use the code that gives you all the key items in your inventory. The second, and most boring way, is to go to a Pokemon Event and get the Ticket through the Mystery Gift option. But, now you can only use an Action replay because I don't think that they hold Pokemon Emerald events anymore.
