I got to sootoplis and I can't get into the gym it says it's locked

Yep, there's more to do... The fun with groudon and kyogre... So you need to go to where the guy won't let you in the cavern... But if you haven't found groudon are kyogre yet, you need to follow the teams where they intend to awaken them.

You have to let the team aqua and magma members awaken groudon and kyogre, then head to sky pillar and awaken requaza, tehn go back to sootopolis
