Use the wailmer pail on him
Groudon and kyogre you go to the weather place near fortree city and he will tell you where they are

Use the Wailmer Pail on the Sudowoodo. Groudon and Kyogre will be anywhere when it is sunny/raining when it normally wouldn't be.
