First you have to get an orange heart for the girl you like(see WALKTHROUGHS if you don't now how 2 get your girls orange heart). Then a blue feather will go on sale in the Super Market. Buy it and equip it like a tool then go to the girl you like and se it/propose.

Get an orange heart and then purchase blue feather from the supermarket and give it to the girl you want to marry.

You have to make a girl's heart to red, going through all the heart events. Then propose to her with the blue feather. If she accepts you get married in a week.
