Alright, I've married/had kids before, but for some reason I can't figure out how to get the Stary Night Festivle activated.
I go to that peak thing, around 5 pm. And the girl has a red heart, but she's not there. I'm probably really confused so someone PLEASE help me!

I think that it is suposed to be at 6 pm not 5 pm. But if it still doesn't work, them maybe you could try this:
On the previous day (the 23rd), talk to any one of the girls who has a Green heart or higher. She'll invite you to spend the Starry Night Festival with her family. If you agree, meet at her house after 6pm on the 24th to have a nice dinner with your honey and her relatives. When the event is over you'll appear back in your farmhouse the next morning.
