You can't buy salt/sugar, but you can buy a "seasoning set" from the shopping network. It costs 2500 G ...

On tv every Saturday is a shopping channel on there sometime you will get the chance to buy a kitchen. To buy it you use the phone at the inn. After another few weeks(don't remember how many) you will be able to buy a seasoning set, that has salt and sugar in it. Hope that helped!
