1. If you mean Tempura, that's a recipe. But I don't really know how it works but you can check guides for that.

2. A fence can be either of lumber or stone. But stone is preferred since it lasts forever unless there's a hurricane or big snow.
Note: You get a Lumber after you chop a branch or stump.
If you want to know how to build one, you've got nothing to do except get some stones and move them from a place to another until you make it look like something closed.
