Question for Golden Sun: The Lost Age

Hi I am on the boat that goes to Tolbi. I already found the missing ancher thing. I have talked to everybody (this is the part where they dont want to row) but the boat is not setting sail. I will be very grateful if somebody helps me out !!!!
