After you team up with Ivan in the mayor's house, you go back to the thieve's hotel room and surround them and Ivan finds out it's in the hotel. Go outside, and you'll see a ladder leading to a hole in the roof. Go up the ladder and inside, and you'll see a box. Use your Move Psynergy from either Isaac or Garetand move the box to the left (you need to be standing right in front of the hole). Then, hop over the hole into the next room on the left, and you'll see a guy tied up. Untie him, fight the bandits, and then the mayor and some guy will come in and they'll open the chests, one of which holding the Shaman's Rod.
