Question for Golden Sun: The Lost Age

Hi,
I have reached Air Rock but I can't do Whirlwind. I've tried lots of combinations of Djinn (I have 6). I'm sure I could do Whirlwind at the very beginning of the game but I just can't do it now. Have I done something wrong along the way? Please, please help me as I can't progress without it. Thanks.
