Most GBA games never were designed to take cheat codes, nor do they (There's a few that are). The cheat codes you are thinking of are Action Replay/GameShark codes. What an Action Replay is: basically a device that hacks your game based on a code entered into it (The Action Replay is placed in the game slot). GameShark is the same thing it just takes different codes.
