After you beat the dragon the stone will appear with the Sand Psynergy.

The Dragon is on an island in the top right hand corner of the entire world map.
Its the second island from the top, theres Gia Rock were u get the ability and Izumo, which is a town, were there sacrificing some chick cos there a$$hole$. Oh and btw be warned the Boss on Gia rock is HARD
