Ok, it is in the foggy patch in the middle of the ocean.
You neglected to say exactly where you were at, and the path to lemuria is a long one, so I am reluctant to tell you here. It invoves getting three trident prongs and having them forged together to beat the leviathan waiting at the gates to lemuria. Ir also requires using a rhyme sung by the children at Yallam to navigate the whirling waters around lemuria.
Before you even go there, you also must acquire three new forms of psynergy from three 'rocks' air's rock near Garoh, Mount Mikage on Izumo and the water rock (I can't remember the name) near the Apogee isles.
And then you must visit three towers to retrieve the prongs of the trident, which are located on the northern most tip of Tundaria (the icy continent, near Daila(the town you first start at, and the cave where you save Riki and Tavi with the rope) and just north of Champa. Lastly you must free up the boat in Alhafra and chase Briggs back to Champa. There you will chase him to the top of his mountain home, and meet with his grandmother.
I suggest you go to the 'walkthroughs' section of this website, and look for a walkthrough to help you. I wrote one detailing all the steps you have to take. But there may be a more comprehensive one available.
When you get to lemuria (where you dock the boat) go right instead of left and follow the path to the end.
