A good thing to do while trying to catch the legendary dogs (after beating the elite four, and with a national dex) is to go to the grass before victory road, and train a weaker Pokemon there (I trained my aerodactyl from level 43 to 59 there before I caught Suicune) and when you encounter your legendary dog, then just throw the masterball you got at (i think) Team rocket base! And there you go, good training exp and your legendary dog!
