Okay, this is if you have an AR only. Enter the walk through walls cheat, then go to pacifidilog town and run up the side of one of the buildings, you will start to run on the sea! You can also cycle on the water too. Another trick I found is when catching rayquaza, just walk through the rocks, you'll do it without wasting time and don't need a mach bike to do it!
