How do I get togepi back if I accidently let him go befor I could show him to professor elm?

You can't if you relese somthing you have to cach it and you can't cach another one
You don't get it back unless you trade for one or cheat and get it back.
You cannot get it already.. But you can get it by trade to someone else..
After you release a Poke'mon you have to go back out and catch it all over again. Since you can not catch Togepi I would say that you will have to start the game all over again unless you can find a friend that will trade with you. Sorry but you might just have to start all over again and make sure that you don't release him.
