This may come as a shock to you, but yes, Mewtwo must be imported from Red, Blue, or Yellow.
Unless you have a Gameshark, you must trade.
Guess what, bud, it's trading time. You'll need R/B/Y, you will. Hehe.
One way to get a mewtwo on both a copy of red/blue/yellow and on a copy of gold/silver is to use the time machine. Trade mewtwo onto your Pokemon silver/gold copy by using the time machine and make sure when you have mewtwo in your bag, you have to have at least one empty slot for Pokemon. Then save your game. Go into Bill's pc and deposit mewtwo. Then you need to change your box to any different one than the one with mewtwo in it. When the game asks if you if you want to save the game, click yes. But, when it pops up the "DONT TURN OFF THE GAME" screen, just barely after the word "OFF" shows up, turn off your game. Turn your game back on and then you should be able to withdraw mewtwo from the original box, and then you'll have two in your bag. Then you can just trade one of them back to your red/blue/yellow copy.
