Head north of Cerulean to see her hanging out with her boyfriend.

Go to Cerulean City at the Sea Cottage where Bill used to live in R/B/Y and below it you should see a couple talk to them them Misty will get mad at you for intruding on her date. After the talk is over she will return to her gym, now you are able to battle her.

You must give the machine part back to the fat guy in the power plant, then misty will appear with her boy friend by the sae cottage

go to cerulean then go up, or north. fight all the trainers there. Then just keep going to the right. Misty will walk up to you and talk to you, then you go back to the cerulean gym to fight her
