To get the radio, you will need to pay a visit to the Radio Tower in Goldenrod City. Once you get there, talk to the lady on the far end of the counter. She will offer to let you take a quiz that, if you pass, she will give you a Radio Card for you Pokegear.

If you mean how to get the Kanto radio, you will need the Expn Card from the Kanto Radio Tower's director. He will give it to you as a gift once you help solve the Power Plant issue.

The Third question actually asks if he uses apricots to make pokéballs, not apricorn.
