Simple!!! Gastly is most seen at nite .,., at bellsprout tower. If an gastly appeared.,., use Pokemon with parlized,sleeping,etc .. Then use Pokemon that are water tpe don't USE NORMAL ATTACKS,,, gastly wont affect at all.,.,.,.,
Mostly gastly in bellsprout tower is lvl 5 lower .,.,so use lvl 5 low too.,.
Gastly only appears at night.......try Bellsprout Tower from 2nd floor onwards. Use Zubat or Poliwag to battle with it. With Zucat, first use Supersonic to confuse Gastly and then use Bite, while with Poliwag use Hypnotise to make it sleep and then use Bubbles or Water Gun. And yes, also remember that Gastly is too difficult to catch with a PokeBall or a GreatBall even at low level and health, so try using a LureBall.
