Ok, I resently caught a Vulpix and I know it is supposed to evolve into a Ninetails but I was wandering was if it evolves in this game and if it does what level does it evelve at or does it evelve by happiness.

To evolve a vulpix you need to use a firestone. Im a little rusty but I beleive the only wy to get one in gold/silver is to see bill and show him the Pokemon he wants to see

I'm pretty sure you need a fire stone to evolve a vulpix
