Togepi and Onix evolution.

Togepi evolves by friendship. Not by gaining levels. As soon as it hits the second best level or is close to the best level of friendship, Togepi will evolve into Togetic.

Onix can evolve into Steelix by trading it with a Metal Coat equipped with it to a friend.

Togepi will only evolve through happiness. The best ways to get togepi to evolve is have it walk with you as first in your party, preferably try not to make it faint, give it either soothe bell or a high sale price product such as stardust or nugget. Also you can raise it's happiness by giving it haircuts in Goldenrod Tunnel. Also Leveling it up seems to raise it's happiness. As for Onix evolving into steelix you do get given a metal coat somewhere in the main story line but if not you can get one from the pokeathlon rewards for I believe 2500 trainer points

Togepi doesn't evolve at any particular level, it evolves upon level-up when it's really happy with you. It evolves into togetic. And onix doesn't evolve with a stone, it evolves when it's traded while holding a Metal Coat.
