Togepi evolves by friendship. Not by gaining levels. As soon as it hits the second best level or is close to the best level of friendship, Togepi will evolve into Togetic.
Onix can evolve into Steelix by trading it with a Metal Coat equipped with it to a friend.

1. Togepi can evolve at any level you just have to earn it's trust, it evolves into togetic
