If memory serves correct you need a Waterstone.

You need to use a "WATER STONE" to evolve Shellder into Cloyster. It can be used on a shellder of any level. You may be able to buy one at the huge pokemart that has several floors in Celadon city, if the huge pokemart isnt there, it might be in Saffron city, it's either of the two. (its been a while since I played.) they cost about $1000 pokedollars.

You probaly need a water stone in order to have it evolved.

Head over to Celadon Department Store and head to the 4th level, buy a Water Stone and use it on your Shelder, they are for 1,000 Zen

Buy a water stone it will evolve your Shelder no problem.
