In the restuant.. Someone will say they lost all their money in the casino and then give you his coin case , some where south east of the casino

Go into the restaurant in Celadon city and talk to everyone. Eventually you should find someone who's had his fair share of bad luck at the Game Corner, and he'll give you his Coin Case.

You can only get the coin case in celadon and it is actualy either on the arcade either on the second or the first room or in the restraunt . I hope this help.
