You get it in 1 of the buildings upstairs and talk to professer oak aide

In the building east of Fuschia city. Go up the stairs and show prof. Oak's aide that you got at least 50 species of pokemon.

First you need to have caught at least 50 different species of Pokemon and then tal to professor oak. He will tell you to go to his aide. Talk to him and he will give it to you. But it is Exp.all which gives all your Pokemon exp. Points
