Articuno is hard to encounter but spideraman99 is correct if you wanna know how to catch it than stock up on like ultra balls or try to get the master ball before hunting for it cause legendaries ain't easy to catch

In the Seafoam Islands. Push boulders down their holes in the cave until they successfully stop the flow of water, making it permissible for you to use Surf.
When you come to the floor in which four or five boulders are lodged, shove two down the holes (the other boulders are added to strangle your progress) and the water below will be stopped.
Fall down the holes and you will automatically enable Surf. Use Surf to navigate directly up and you will find Articuno.
Articuno is at level 50 in the wild. Unlike in Red, Blue, and Yellow, you will not be required to put them to sleep or freeze them in order to capture them, but as the success ratio is low in this case it is advisable to do so.

Seek the Ice bird Articuno within Seafoam Islands where a maze of waterfalls obstructs your way. Good luck with THAT, and catching Articuno, too...

Articuno The Legendary Bird Of Ice can be found at the Seafoam Islands. You'll need the master ball to catch it. *( I'd duplicate the master ball with the Cinnabar
Island glitch).
