It doesn't lower any stats, it raises stats. Whoever told you this is lying or their game has a glitch.

It does not lower stats however if you use them all the way to Level 100 without fully EV training your Pokemon it will be weaker than it could have been if you had been training it. However if your Pokemon is fully EV trained to your liking then there is no downside to rare candies.
