Question for Pokemon Crystal

I've beaten all the Johto gym leaders, the Elite Four and Lance, and all the Kanto gym leaders except for Misty in Cerulean City because she is not there. Does anyone know where she is? Thanks!

Go north of cerulian city across the bridge. Go right and beet all the trainers. Keep going right across another bridge and you will see her 'fishing' with her boyfriend. He will run away then misty will confront you. After she leaves she'll be back at the gym waiting for you.

I think she is up at the cape (where bill's house is) making out with some guy. You have to go by them or talk to her or something and then she will go back.
