First get all eight badges in Kanto. At the entrance to victory road,the path on the left will be no longer blocked and go through there.And you are in Route 29 (or 28, I can't remember). Just walk through the long grass and you are in Mt. Silver.

You need all 8 badges from kanto I think.

Collect all 8 of Kanto's badges and talk to Prof. Oak. Then you can go to Mt. Silver.
