Is it possible to catch suicune if you failed to do it at tin tower?

Sorry, but no. That is the only time you can catch Suicine.
On crystal you can't catch suicune if you don't catch him at the tin tower.
Actually you can just get a game shark and enter code 91f504d2....
Turn the game shark on and just look in the grass and youll find him, no special music plays but suicune is around level 10,12maby even15.
Nope, you get one shot at it unless you save before fighting it.
