NOPE, you can only get squirttle,bulbasaur,charmander by using the time capsule on B/R/Y.

no,but you can trade it from pokemon firered or leafgreen

There is a glitch where squirtle hidden near the first gym leader town, right above where you fight the fishermen.....but it took us 3 hours training there, to find out about this
