How do I get past the guy standing in front of the mahogany gym leader?

You will gain access to the Mahogany Town Gym after you have battled the Shiny Gyarados at Lake of Rage, met Lance at Lake of Rage, and have defeated Team Rocket in their Secret Hideout in Mahogany Town.

After you do all of this, you should be able to battle the Gym Leader.
