After you have defeated Whitney of Goldenrod City, go to the Flower Shop in Goldenrod City. You will obtain the Squirtbottle from someone in the Flower Shop. After you have it, go to the "Tree". If you use the Squirtbottle on the "Tree", you will go into battle with it. After you defeat or capture the Sudowoodo, the path will no longer be blocked.
