It is impossible to buy a Master Ball. You can only obtain one Master Ball throughout the game.

Master Balls cannot be purchased. You can only obtain one - you receive it after beating Team Rocket's leader in Goldenrod Radio Tower, if I remember correctly.
You can get a masterball from professor elm after defeating team rocket and other if you win lucky number in radio tower you get no. In the traded pokemons.. Hope this helps
